Анотація
Стаття присвячена діяльності Європейської асоціації університетів у сфері забезпечення якості вищої освіти. Аналізується проект ЄАУ «Оцінювання якості для подальших змін у вищій освіті» («Quality Assurance for the Higher Education Change Agenda», QAHECA). Обґрунтовано взаємозв’язок між процесами забезпечення якості освіти й креативності. З’ясовано, як процес забезпечення якості може підносити або стримувати інноваційні практики у вищих навчальних закладах. Зосереджено увагу на двох аспектах: оцінюванні якості вищої освіти та розвиткові креативності всіх учасників процесу забезпечення якості освіти. Наголошується на існуванні двох підходів до розвитку креативності у вищих навчальних закладах: «знизу-вгору» та «згори-вниз. Подано різновиди природи креативності й визначено чинники, що викликають появу креативності та сприяють її розвиткові. Висвітлено рекомендації для вищих навчальних закладів, які націлені на посилення креативності та інноваційних практик у ВНЗ через процедури оцінювання якості освіти.
The article is devoted to European University Association activities in the field of higher education quality assurance. The main aim is to define the notional aspects of higher education quality assurance in the activities of European University Association. The Association with the help of such projects as Quality Culture, Creativity in Higher Education, Quality Assurance for the Higher Education Change Agenda and others aims to investigate the processes that enhance the quality of teaching and learning which are brought to effect by creative and innovative higher educational institutions. It is well-known that EUA has been working for a long time at creativity and innovative practices stimulation within European universities. The project named «Quality Assurance for the Higher Education Change Agenda, QAHECA» is being analyzed in this article. The relationship between the processes of higher education and creativity quality assurance has been grounded. It has been found out that the processes of quality assurance can either enhance or suppress innovative practices at higher education establishments. Two aspects are taken into consideration: higher education quality evaluation and the fosterage of creativity of all the participants of the higher education quality assurance process. The stress is laid on the existence of two approaches of fostering creativity within the academic community: bottom-up and top-down. Special significance is attached to the importance of supporting and encouraging students to assume an active role in the higher education quality assurance. The key components of creativity are identified. The drivers (that is curiosity, desire to improve, incentives, etc.) and enablers (that is a culture of trust, critical self-reflection, space and time, etc.) of creativity are distinguished. In the article it is noticed that in spite of universal interest to creativity still little attention is paid to European higher education in this context and to the problem of fostering creativity within European higher educational institutions. The EUA’s work in enhancing the relationship between quality assurance processes, creativity and innovative practices is highlighted. The types of quality processes for teaching and learning that support innovative higher education institutions are explored. The recommendations for higher educational institutions that would aim at enhancing innovative practices and creativity through quality assurance processes are presented.
